On Wednesday, March 4th, 2015, Chris Phelps was sworn in as a Superior Court Judge by Gov. Nathan Deal. Phelps’ appointment fills a vacancy in the Northern Judicial Circuit created by retired Judge John H. Bailey, Jr. Before taking the bench, Phelps practiced law in Elberton, GA since 1976. He earned his bachelor’s degree from University of West Georgia and his law degree from University of Georgia.
